This influencer goes by the name of Yeoman 2nd Class Joshua Kelley, or ‘Harpy Daniels’ on stage, and announced his position as the Navy’s ‘Digital Ambassador’ in November 2022. Kelley is quite popular, with over 1.3 million likes on TikTok. It’s worth mentioning that, while Kelley’s Instagram bio clarifies that his opinions ‘are not endorsed by DoD or DoN,’ he has reportedly performed in drag for service officers on multiple occasions, even sharing a video from 2018.
Kelley was part of the Navy’s Digital Ambassador initiative, which took place from October 2022 to March 2023. The program was developed with the aim to explore the digital landscape to connect with a wide range of potential recruits. According to a Navy spokesperson, this initiative was undertaken as the Navy is currently facing ‘the most challenging recruiting environment since the start of the all-volunteer force.’

The spokesperson went on to explain that no compensation was given to YN2 Kelley or any other Navy Digital Ambassadors for their involvement in the program. The pilot has now ended, and an evaluation is being conducted to determine the future of the program. According to a survey from the Ronald Reagan Institute, a mere 13% of 18-29-year-olds express high willingness to join the military.
