A detainee at Marcy Correctional Facility was subjected to a brutal attack by correctional officers, which ultimately led to his death. The upsetting episode, capturing much public and media attention, was caught in a body camera video where the officers were seen assaulting Robert Brooks while he was constrained with handcuffs on a medical examination table.
Following the horrifying incident, which unfolded at the aforementioned New York correctional facility, the victim was confirmed dead by the next morning. Robert Brooks, the prisoner in question, became the unfortunate victim of a violent incident, the details of which have incensed many and spurred calls for immediate action and investigations. The alarm bells that the incident has set off have led to the Governor making decisive administrative changes.
In response to the incident, Governor Hochul took swift action. She has proposed the dismissal of 13 correctional officers who allegedly had a hand in the violent incident. Additionally, a nurse whose role during the event was questioned is also facing potential termination. In line with the changes planned for Marcy Correctional Facility, the Governor indicated that a new Superintendent would be instated. Bennie Thorpe, who has been serving as the Superintendent of Shawangunk Correctional Facility, will assume the new role. With over two decades of corrections experience under his belt, Thorpe’s nomination for the role does not seem surprising.
Interestingly, Thorpe has never worked at Marcy Correctional Facility before. Despite this, his resume packed with over 20 years of correctional experience lends him the credibility to navigate the intricate landscape of this position. His appointment signifies a positive direction towards revamping the prison’s system and restoring trust in the institution.
In her comprehensive plan to improve the correctional system, Governor Hochul also intends to boost the specialized investigation office’s staff capacity in the state corrections department. With more staff to effectively handle complaints, it could pave the way for more transparent and responsive procedures. This strategic approach to problem-solving could potentially push the dial towards long-term constructive changes in the correctional department.
The governor also has plans to employ an external agency to conduct a thorough audit of the corrections department. This includes a detailed review of the department’s culture, patterns, and practices. Her broad and thorough approach to rectifying the issues in the state corrections department with an outside perspective may help in pinpointing the systemic problems and recommending necessary changes.
In addition to the administrative and procedural changes in the corrections department, changes have been made to the body camera policy as well. The latest amendment requires prison staff to switch on their body cameras anytime they interact with the incarcerated. This is a step towards more transparency within the prison walls and accountability for staff behavior and actions.
The body camera footage that recorded the violent incident shocking many revealed correctional officers assaulting an already handcuffed Brooks. He can be seen in the clip being repeatedly punched on the face, body, and groin region while he helplessly sat on a medical examination table. It was incidents like these that the new and compulsory body camera policy hopes to prevent.
The preliminary clinical examination following Brooks’s death posited that ‘compression of the neck’ leading to ‘asphyxia’ could have caused his death. This medical insight has added another grim component to the tragic episode, raising more questions about the extent and intensity of force applied by the correctional officers.
Before the horrifying event, Brooks had been serving a first-degree assault sentence since 2017, which was to last for 12 years. On a more tragic note, he was transferred to Marcy Correctional Facility only a few hours before the fatal beating from another state prison.
