Chinese Government Infiltrated US Soil With an Illegal Police Station in NYC

The United States Department of Justice (DOJ) and FBI recently revealed evidence that points to the growing presence and activity of the Chinese government on American soil. These authorities confirmed that three recent cases have exposed the aggressive presence of Chinese espionage and security-related activities in the U.S. This follows the incident earlier in the year, where several Chinese spy balloons were detected and documented to have flown over American airspace.

Ten Chinese officials are now being charged with conspiracy, along with an employee from a telecommunications company, bringing to light the extent of China’s infiltration into American systems. One shocking case involves Chinese security officials spying on Zoom calls, identifying and subsequently harassing Chinese dissidents who were participating as targeted individuals.

 

A DOJ press release unveiled a complaint filed in federal court in Brooklyn, New York, against two individuals, “Harry” Lu Jianwang, 61, of the Bronx, and Chen Jinping, 59, of Manhattan. Both Lu and Chen were apprehended at their homes in New York City, and their initial court appearances are scheduled in Brooklyn before U.S. Magistrate Judge Ramon E. Reyes Jr.

The complaint alleges that Lu and Chen conspired to act as agents for the government of the People’s Republic of China (PRC) while also obstructing justice by destroying evidence of their communications with an official from the Ministry of Public Security (MPS) of the PRC. The pair reportedly collaborated to establish the first overseas police station in the United States, operating under the jurisdiction of the Suzhou branch of China’s MPS.

The clandestine police station, located in lower Manhattan, New York, was shut down after its operators became aware of the BI’s investigation in the fall of 2022. This police station occupied an entire floor of an office building situated in Manhattan’s Chinatown. Not one of the participants in this scheme informed the U.S. government of their intentions or actions in opening and operating an illegal MPS police station on American soil.

The press release detailed how Lu and Chen acted under the direction and control of an MPS official to establish and maintain the secret police station. This blatant act of defiance against the American government by the Chinese sends a chilling message to Chinese residents living in the United States.

 

Assistant Attorney General Matthew G. Olsen from the Justice Department’s National Security Division said in a statement, ‘The PRC, through its oppressive security apparatus, established a secret physical presence in New York City to monitor and intimidate dissidents and those critical of its government. The PRC’s actions go far beyond the bounds of acceptable nation-state conduct. We will resolutely defend the freedoms of all those living in our country from the threat of authoritarian repression.’

U.S. Attorney Breon Peace for the Eastern District of New York didn’t mince words when discussing the prosecution of this case, stating, ‘This prosecution exposes the Chinese government’s flagrant violation of our nation’s sovereignty by establishing a secret police station right here in the heart of New York City. As alleged, the defendants and their co-conspirators were tasked with doing the bidding of the PRC government, including help locate a Chinese dissident living in the United States, and obstruct our investigation by deleting their communications. Such a station has no place here in New York City – or any other American community.’

Acting Assistant Director Kurt Ronnow of the BI Counterintelligence Division expressed outrage at the audacity of the Chinese government, saying, ‘It is simply outrageous that China’s Ministry of Public Security thinks it can get away with establishing a secret, illegal police station on U.S. soil to aid its efforts in oppressing its dissenters and undermining our rule of law.’

Ronnow continued to emphasize the determination of American authorities to protect the United States, stating, ‘This case serves as a potent reminder that the People’s Republic of China will stop at nothing to manipulate people and silence the messages they don’t want anyone to hear. The BI is dedicated to protecting everyone in the United States from attempts to undermine our democratic freedoms, and we’ll hold any state actors – and those who aid them – accountable for breaking our laws.’

In October 2022, the BI carried out a judicially authorized search of the illegal police station. As part of this search, the BI agents interviewed both Lu and Chen and confiscated their phones. Upon reviewing the contents of these phones, the agents discovered that communication between Lu, Chen, and the MPS official had been deliberately deleted.

 

During subsequent interviews, both Lu and Chen admitted to willingly deleting their communications with the MPS official after becoming aware of the ongoing BI investigation. This move prevented the BI from learning the full extent of the MPS’s directives for the overseas police station.

If convicted of conspiring to act as agents of the PRC, these defendants face a maximum sentence of up to five years in prison. Moreover, the obstruction of justice charge levied against them carries a maximum sentence of 20 years in prison, reflecting the gravity of their actions.

It is clear that the PRC will stop at nothing to further their agenda, even if it means violating American sovereignty and undermining our nation’s security. The revelations in these cases only emphasize the pressing need for American authorities and citizens to remain vigilant in their fight against these ever-growing, foreign threats.

As incidents involving foreign adversaries on our soil continue to come to light, it is paramount for our authorities to be proactive in uncovering these schemes and holding those responsible accountable for their treacherous actions. It is only through the strength of our justice system and the resilience of our people that we can continue to uphold and protect the democratic values that our great nation was built upon.
